The Fairmont Police Department filed a complaint that stated the 27-year-old Clifton Ruggs started arguing with his girlfriend, Crystal Stevens, while she was still at work. When she came home from work the argument continued to their Maryland Avenue home.
When they were home they began to drink alcohol and the argument continued through the night.
Early morning on July 24, Ruggs strangled Stevens with a shoestring. This was a result of the argument that had continued from the night before, per the report. Police observed that Ruggs did have defensive wounds and scratch marks on his body.
Ruggs is currently being held in the North Central Regional Jail without bail.
